Local Housing Allowance (LHA) was introduced from 7th April 2008 and is a new way of calculating Housing Benefit for new claims.

Local Housing Allowance Interactive Training Tool
Learn about the new scheme and test your understanding. Follow these simple steps to set up and use the tool:
- On the opening screen click on the link which reads 'here'.
- From the Local Authority dropdown list, select "East Lindsey District Council"
- In the 'Your Name' field, please enter your email address - this is for our information so that we can see who is using the service
- In the 'Department / Landlord / CAB' field, please enter:
- "Landlord" if you are a landlord.
- Your organisation name if you are a third party.
- Enter the password as "ELDCtrain".
- Press the "Course" button to enter the training tool
NOTE: Please do not press the Admin button as this is for official use only.
Broad Rental Market Areas
Local Housing Allowance ratesare different in each Broad Rental Market Area.
- View mapsof the four Broad Rental Market Areas to work out the right area for you:
- Wolds and Coast: includes Skegness, Mablethorpe, Louth and Horncastle
- Lincolnshire Fens: includes Stickney and Friskney
- Lincoln: includes Wragby
- Grimsby: includes Holton Le Clay and Tetney
- You can then download the LHA rates for the month that you made (or will make) your claim, and find the correct rate for your area
- You can also search for Local Housing Allowance rates by postcode, via The Rent Service Website.
Local Housing Allowance will normally be paid directly into the tenants’ bank account. Download our booklet for details about opening a basic bank account and paying your rent.
