Completion Notices

Completion Notices are issued on commercial properties, either newly built or those nearing structural completion.

Legislation states a Completion Notice will be served to the 'owner' where it is considered the commercial premises is structurally complete; or that remaining work can reasonably be expected to be complete within three months. The 'owner' is defined as 'the person entitled to possession'. Updates will be sought from developers or owners and sometimes, we will visit the premises to monitor progress.

The Completion Notice will state the completion date; this is the date the premises will be rated and will enter the Business Rates list. The Completion Notice will be sent to the 'owner' at their registered or home address. If the premises are empty and unoccupied on the completion date, and remain so, the premises will be exempt - see Empty Properties.

If you disagree with a Completion Notice contact us to immediately on 01507 601111 selecting Business Rates. If the disagreement cannot be resolved with us, you can appeal to the Valuation Tribunal within 28 days of the Completion Notice being served.

Q. Can a Completion Notice be backdated?
A. No. The Notice and completion date must be with immediate effect or up to three months in advance of the premises becoming structurally complete.

Q. How will the Completion Notice be issued?
A. By registered post to the home address or registered address of the 'owner'

Q. What happens if the commercial premises is unoccupied and up for sale on the date that it enters the Business Rates list?
A. The property will be exempt. If the property remains unoccupied and unfurnished once the exemption expires, a full charge will be payable. See Empty Properties

Q. Due to financial reasons, I cannot complete the building work by the completion date?
A. When setting a completion date, legislation does not allow us to consider other factors; whether financial or personal. The property need not be structurally complete by the completion date; only capable of completion.
