HACKNEY CARRIAGE VEHICLE (TAXI) LICENCE.
Until 14 September 2004 East Lindsey District Council operated a quantity control policy in respect of hackney carriage vehicle licences. This policy restricted the number of hackney carriage vehicles within the District.
On 14 September 2004 the Council resolved that the restriction on hackney carriage vehicle numbers be removed and that all hackney carriage vehicle licences granted above the previous quantity control policy be for wheelchair and disabled access vehicles. Any licences granted above the previous quantity control policy will be for vehicles, which meet the required vehicle specification. The specification requires vehicles to have been tested in the converted (wheelchair/disabled access) state to one of the following standards:
- European Community Whole Vehicle Type Approval
- UK Low Volume National Type Approval
When presenting vehicles for licensing proprietors must be in a position to produce documentary evidence that the vehicle achieves the above status.
Vehicles, which have been confirmed to comply with the required specification, and have as a result become licensed, must remain compliant with these standards throughout the duration of the licence. Any subsequent replacement vehicles must also be compliant with the standards.
The vehicle specification will not relate to vehicle licences originally granted before 14 September 2004.There is a separate comprehensive specification in place relating to vehicle licences originally granted before 14 September 2004. Hackney carriage vehicle proprietors need to comply with the following criteria: -
- Present the vehicle to the Council for visual inspection twice a year (March and September) you will be sent an appointment each time telling you what you need to bring with you.
- Twice yearly MOT at your own expense at one of the Council’s appointed garages.
- Produce current insurance documentation for public hire purposes (original not a photocopy).
- Pay the current Vehicle Licence fee.
- Pay the current Vehicle Plates and Brackets charge. Vehicle plates must be changed yearly and on the change of any vehicle as they contain information particular to the vehicle
