Legislation changes for 2008/09

The Local Government and Public Involvement in Health act 2007 identified new powers for Overview and Scrutiny. In July this year, the Government published the white paper entitled ‘Communities in Control’ The White Paper is the pre curser to the Community Empowerment, Housing and Economic Regeneration (CEHR) Bill. This bill, which will enact the new powers, is scheduled to go through Parliament later this year. One of the main changes will be the introduction of the Councillor Call for Action (CCfA). This will be a new tool to strengthen the power of ward councillors to resolve particular local concerns. The bill will also seek to raise the visibility of Local Authority scrutiny to ensure local residents are aware of the powerful tool that is at their disposal. Additional objectives include increased powers to scrutinise other public bodies, Police, Health services etc, and for a more coordinated approach with county and District Scrutiny to combining resources where possible for area reviews. More details can be found on the CLG website
