Housing Strategy and Development
Introduction
The Housing Strategy and Development Team is responsible for planning and co-ordinating the effective delivery of our housing services, making sure they are accessible for a wide range of user groups and enabling the development of more affordable homes. Therefore the team is responsible for:-

Working with housing associations to enable more affordable homes

Assessing housing needs

Implementing Government guidance,

Planning where affordable housing should be built

Liaison, joint working and consultation with the general public, housing tenants, housing organisations and other relevant organisations.

Encouraging the reuse of empty homes
The provision of housing services are influenced at many levels, from Government right through to the customer. The Housing Strategy is our targeted plan for housing which clearly outlines what the needs of our district are, what current Government guidance and initiatives we are implementing and what improvements to the service we are making. It also plans where new affordable housing should be built in the district for those in housing need. More affordable homes for those in need to rent or part own
This is housing constructed by Registered Social Landlords (RSL ) also known as a Housing Associations, with grant funding from the Local Authority and/or the Housing Corporation. The housing is designed and built to very high standards of construction, design and energy efficiency measures. It is provided to those in housing need either for rent or for Homebuy (shared ownership) where a percentage is bought by the occupant, with a mortgage and the remainder, rented from the RSL.

When the Council Housing was transferred to Linx Homes in 1999, ELDC made a commitment to fund new affordable housing in the district. Since then funding has been provided in partnership with the Housing Corporation for an additional 700 affordable homes to be built or converted by RSLs.
Further affordable homes are being built which has been funded by the Housing Corporation and East Lindsey District Council has allocated £4 million to develop a further 200 homes between November 2004- November 2008. Link
These new homes have been built or renovated throughout the district and include, 1,2 and 3 bed houses, for single people, couples and families and bungalows and extra care accommodation for the elderly. We have also worked in partnership with special needs organisations to provide housing for those with mental health needs, physical and learning disabilities.
