Delivery Plan published with service improvement and efficiency savings

East Lindsey District Council has published its Delivery Plan for 2010/11, which highlights the service improvements and efficiency savings it has made for the community in the past 12 months. The Plan also details what the Council is going to do to deliver its priorities for the community over the next 12 months.

The Leader of the District Council, Councillor Doreen Stephenson, explained: “The Delivery Plan is a useful document and one that I would encourage people to spend a few moments reading. Over the last year we’ve delivered many important service improvements that have improved the quality of life for the people we serve. Although times ahead will be financially very challenging for all Councils, we will continue to work closely with our partners to deliver the community's priorities with the resources we have available.”

As well as the full Delivery Plan, a summary version of the Delivery Plan has been published on the Council’s website to give an overview of improvements in the past year.

Here are just some of the highlights from the 2010/11 Delivery Plan:

 
  • The Council’s budget for 2009/10 included a £2.4m budget savings package which was almost fully delivered. The Council was also set a savings objective of £925k as part of a County wide efficiency target. The value of budget efficiencies achieved in 2009/10 is being finalised but will exceed this target level, as it has done in previous years.
  • Ten Beach Rangers were employed for six weeks to work on the central beaches in Mablethorpe and Skegness resorts from mid-July when the main influx of holidaymakers and day-trippers were expected to ensure they had a great time and wanted to come back.
  • The Women’s World Cup Winning England Cricket team visited for the opening ceremony of The Pavilion (London Road), Louth.
  • Arts Council England gave the District Council £250,000 for an amazing two day festival in Skegness – SO Festival 2009. SO Festival 2010 has secured a similar level of funding and will take place over four days from July 22 to July 25 with amazing free performances for the family to enjoy. The festival is being delivered to help improve economic prosperity on the coast.
  • The District Council has invested heavily in new and improved leisure facilities, with the completion of the new Meridian Leisure Centre in Louth and the Wainfleet Road changing facilities in Skegness.
  • Horncastle Swimming Pool and Lifestyle Fitness achieved ‘Quest’ status for the improvements it has made at the swimming pool. Inspectors visiting the leisure centre reviewed the processes and procedures for running the whole facility, including the reception, fitness suite, swimming pool, changing area and viewing area.
  • International arts festival, SEAS, came to Skegness and Mablethorpe, the only UK hosts, at the end of September/October for which the Council secured external funding of £250k.
  • Town Centre Managers have been recruited for Louth, Skegness and Mablethorpe to drive forward the community’s vision for improving our largest market town and coastal resorts. Town Centre Management brings together a wide-range of key interests across the public and private sectors and provides a renewed focus on partnership working with local businesses to enhance the vitality of our town centres and keep investment and trade local.
  • The Housing Advice and Homelessness Service received by the residents of East Lindsey has retained its ‘General Quality Mark’ from the Legal Services Commission.
  • East Lindsey District Council attained the ‘Achieving’ level of the Local Government Equality Framework.
  • The Council continues to deliver one of the highest national waste recycling rates in the Country and the best in the County.
  • The Council’s Housing Benefit Service has one of the top turn round rates for benefit cases in the Country. This means vulnerable people are getting support they need quickly.
  • £103k of external funding was secured through the Community Sports Network to support club and volunteer develop for grass roots sports.
  • 45,090 participants took part in Community Sports Coaching Scheme, holiday activities, beach festivals and arts festivals.
  • The Council’s contracts with Voluntary Action East Lindsey (VAEL) and East Lindsey Citizens Advice Bureau (ELCAB) have helped to deliver services to support the voluntary sector and residents respectively. VAEL has supported 318 volunteers, secured £165k of external investment into the area and is in contact with 800 community groups. ELCAB has supported over 3,500 clients.
