District Council supports Town Hall Plan
East Lindsey District Council has this evening (Wednesday, April 21, 2010) agreed to lease Horncastle Town Hall and car park to Horncastle Town Council.
The Council’s Executive Board had planned to make a decision on the future of the Hall on March 30, but was left unable to do so after revised financial cash flow projections were introduced at the meeting by the Town Council.
To bring the issue to a close for those involved in the Town Hall project, the Executive Board referred the matter to Overview Committee, which then made a formal recommendation to Council to support the Business Plan.
Following tonight’s decision, the Leader of the Council, Councillor Doreen Stephenson, wished the Town Council luck with their venture: "We said at the outset that if we felt confident that the financial projections were sound we’d be delighted to hand over the Town Hall for community purposes. We are delighted that we’ve been able to agree a constructive way forward with Horncastle Town Council as we value our relationship with them.
"We trust the Town Council, with support from the local community, will be able to achieve its vision for Horncastle Town Hall. This is an ambitious plan and I wish the Town Council and all others involved every success in its delivery."
Horncastle Town Hall, which was valued independently at worth up to £300,000, will be handed to the Town Council on a 125 year lease at £1 per year, with a commitment from the Town Council that they will refurbish and then maintain the building within five years as part of an agreed plan.
