Council agrees funding that secures Jubilee Park ‘Big Society’ transfer

JUBILEE Park in Woodhall Spa looks set to be handed over to Woodhall Spa Parish Council in what is thought to be one of the first major projects in Lincolnshire since the Government announced its Big Society concept, which hands control of local facilities to local people. The District Council hopes that this will encourage other communities to be similarly bold and imaginative in developing their local environment.
The District Council has run Jubilee Park since local government reorganisation in 1974. There has been growing desire in the community for local people to again support, run and manage this important local asset, which attracts many people to Woodhall Spa and the surrounding area each year.
On December 15, 2010, East Lindsey District Council agreed to fund the replacement of the existing swimming pool tank at a cost of £705k to ensure the handover could take place. The Pool tank has been unreliable in previous years and has had issues with filtration.
The District Council’s decision, which is an investment that will save them money, will mean the future of Jubilee Park, a cherished and important local facility, will be firmly in the hands of local people. It will also support the District Council at a time when all Councils across the country are facing huge financial pressure by reducing and ultimately eliminating the annual running costs of £100k. This is vital in light of the Government’s recent announcement that East Lindsey District Council’s Government Grant will reduce by £3.4m, almost 20%, in 2011/12.
The decision means local people through their Parish Council will take control of this important local facility with the Freehold being transferred to the Parish Council.
Portfolio Holder for Leisure at the District Council, Councillor Adam Grist, who has supported the project, said: “I am pleased this funding package has been agreed. Not only does it mean Jubilee Park will soon be in the hands of local people, but it also helps the Council financially moving forward. We’ve been working closely with Woodhall Spa representatives for a number of years and I know with their business acumen, commitment, and enthusiasm for the Park there is no reason why it shouldn’t go from strength to strength.”
In supporting the handover, the District Council has agreed to continue to provide support amounting to £220,802 in total over the next five years. This is a significant reduction compared to the current revenue investment
The handover of Jubilee Park, which will take place as soon as the legal documentation is completed, will include the outdoor swimming pool, caravan park, cricket field, tennis courts, bowls lawn, play area, croquet lawn, public toilets and putting green.
Chairman of the Parish Council for Woodhall Spa, Councillor David Clarke, is delighted: “I, along with the people of Woodhall Spa, am very pleased the District Council has agreed to replace the pool tank. This now means we are ready to take over the running of Jubilee Park - something we’ve worked hard for over the past five years. We must ensure Jubilee Park remains at the heart of Woodhall Spa for many years to come and that it continues to be a great facility for local people and visitors to the area. The first thing we must do is begin the improvement programme to get the pool tank in a good condition in time for next season’s opening.”
District Councillor for Woodhall Spa, Councillor Craig Leyland, has supported the Group over the past few years.
