Revised Executive arrangements deliver £15k saving at ELDC

DISTRICT Councillors in East Lindsey have this evening (Wednesday, May 18, 2011) made appointments to Committees at their Annual General Meeting.

The meeting also saw Councillor Doreen Stephenson re-elected as Leader of the Council and Councillor Steve Newton as her Deputy. Councillor Dick Edginton was elected as Chairman of the Council for the next year.

The Executive Board, which is one of the Council’s key decision making Committees has been reduced from 10 Councillors to eight, delivering a saving of almost £15,000 per year in special responsibility allowances plus a saving in costs such as travel.

The new Executive Councillors, their positions and responsibilities are:

  • Leader of the Council – Councillor Doreen Stephenson - Chief Executive’s Office; Council Strategy; Corporate Strategy Delivery; Communications with the Media; Community Leadership; Overall Performance Management; Forward Planning and the Communications Team.
  • Corporate Affairs - Councillor Victoria Ayling - Shared Services; Customer Services; IT; External Inspection; Member Training/Development/Standards; Legal Services; e-Government; HR and Licensing.
  • Finance - Councillor John Upsall - Budget; Finance Management; Property/Asset Management; Risk Management; Capital Programme; Investments; Procurement/Contracts; Audit; Efficiency Savings and Supporting People
  • Communities – Councillor Sandra Harrison - Crime and Disorder; Anti Social Behaviour; CCTV; Environmental Health and Food Safety; Local Health Services; Health & Safety Regulation; Town/ Parish Links and Community Groups/Voluntary Sector.
  • Housing - Councillor William Gray - Affordable Housing; Private Sector Housing; Housing Advice; Benefits and Future Planning Policy.
  • Economic Regeneration – Councillor Craig Leyland - Economic Activity; Industrial Estates; Business Community interaction; Disadvantaged Areas; Market Towns and Markets; Development Control; Future Planning Policy and Building Control
  • Culture, Leisure and Tourism - Councillor Adam Grist - Leisure Facilities; Sports Development; Arts Development; Play; Open Spaces Tourism; Beach Safety; Healthy Improvement and Healthy Lifestyles
  • Environment – Councillor Steve Newton - Waste Management and Recycling; Street Scene; Car Parks; Public Conveniences; Animal Welfare and Pest Control; Local Transport; Emergency Planning and Climate Change

Speaking after the meeting, Leader of the Council, Councillor Doreen Stephenson, said of the appointments: “The Council faces many challenges in the coming years both operationally and financially. With reduced national funding going forward we need to find new and innovative ways to provide our services and eradicate unnecessary spending. I am confident that those selected to represent the Council on the Executive Board will rise to this challenge.”
