Executive Board decision following public toilet review

East Lindsey District Council yesterday (Tuesday, May 11, 2010) took a decision in relation to public toilet provision in the District. The decision to offer some public toilets to Town and Parish Councils is part of the District Council’s ongoing review of all the services it provides to help find up to £8m of saving in its overall running costs from a revenue budget of £22m.

The report that went to Executive Board is attached to this e-mail and identifies affected toilet blocks – see pages 41 onwards of the PDF – please also see the Notes to Editor for changes to the report made at the meeting.

The Portfolio Holder for Amenities, Councillor Brian Burnett, explained the decision: "We knew we had some tough decisions to make around the future of the services we provide and this is one of the first. It certainly won’t be the last either. With Government funding cuts and a huge dip in the interest we receive on investments we can’t afford to spend £545,000 running and maintain all of our 45 public toilet facilities any longer. There are some areas where toilets are needed but others where we have provided them for a long time with no evidence of community need. We can no longer afford this luxury. We are continually reviewing all the services we provide to ensure they give value for money and are being used so we can look to reduce our costs with minimum impact on residents.

"We are working with Town and Parish Councils to explore where local communities might want to run the facilities. Where this is not the case they will close. "

"We provide vital services to some of the most vulnerable people in East Lindsey and to continue providing these support services and other well used services, we are being forced to make some difficult decisions around the discretionary services we provide, such as public toilets."

Notes to editor

There were two changes to this report and the Council’s Executive Board wishes to retain Wragby and Wainfleet Public Toilets because of their location. Both these toilet blocks were also increased in the hierarchy of facilities to level two (please refer to the report for further details). Burgh Le Marsh public toilet, which will remain open and maintained by the District Council, was also promoted into level two of the hierarchy.
