Overview Committee makes its Town Hall recommendations to Council

An extraordinary meeting of East Lindsey District Council’s Overview Committee took place yesterday (April 14, 2010), chaired by Councillor Grant Allan from Alford.

The Committee met at the request of the Council’s Executive Board to consider the Business Plan submitted by Horncastle Town Council to take on the refurbishment and running of Horncastle Town Hall and car park.

At the last meeting of the Executive Board on March 30, 2010, Horncastle Town Council said they had a new version of their financial cash flow projections for the project, which they would provide within 48 hours, meaning the Board wasn’t in a position to make a decision on the Business Plan as planned.

The role for the Overview Committee was to consider the available material and make a recommendation to Council on April 21, 2010.

If the Council does agree to handover of the Town Hall to the Town Council on a 125 year lease at £1 per annum, the Town Council would be responsible for sourcing all the funding required for the refurbishment and then running it, either through their element of Council Tax, support from local people and grant funding.

Following presentations from Globe Regeneration Limited, Horncastle Town Council and Cllr Fiona Martin on behalf of the three ward District Councillors, Overview Committee decided to recommend to Council that the Town Hall be transferred to Horncastle Town Council on a long term lease in order to provide a community facility for Horncastle, forgoing the value of the site.
