How do I report a Pay and Display machine out of order?

Please contact the Car Parking Section on 01754 897421 during office hours 9.00 am to 5.00 pm Monday to Friday (excluding Bank Holidays).

Please state the name of the car park and the machine number, which is clearly displayed on the tariff insert on the ticket machine.

To assist the Car Parking Section please describe the ticket machine fault: for example: The digital display is blank, jammed coins etc.



What do I do if I receive a Excess Charge Notice?

“Excess Charge Notices – (ECNs)” are often referred to as “Parking Tickets” and these are issued by East Lindsey District Council Car Park Attendants for Off–Street parking offences.

“Penalty Notices” – are issued by the Traffic Wardens for “On-Street” parking. These notices are NOT related to East Lindsey District Council. You should follow the procedure as detailed on the reverse of the Notice.

Once you have been in receipt of an Excess Charge Notice please do not approach the Attendant on the car park. An Excess Charge is issued based on the facts as seen by the Attendant at the time of inspection.  The Car Parking Attendant has no authority or power to cancel the Excess Charge once it has been issued.

There are instructions on the reverse of the ECN detailing all relevant information.

The Excess Charge Notice fine amount is £60.00. A discount rate of £30.00 will be accepted provided payment is made within 7 days of the issue date of the Excess Charge Notice.

The “driver” of the vehicle is the person who is responsible for the vehicle being left in an East Lindsey District Council parking place.



How do I appeal against my Excess Charge Notice (ECN)?

Should you wish to appeal against the issue of the Excess Charge Notice, you may do this within 7 days from the date of issue of the ECN by either writing to the address on the ECN, printing an Excess Charge Appeal Form, or using the e-Form.  A telephone call is not accepted as an appeal, you will still be asked to put any information in writing.  It is in your own interest to provide as much information as possible when making an appeal, and complete all the relevant boxes on the form or in a letter.

NOTE: Any supporting evidence you wish to include, you may either send the original or a photocopy (retaining a copy for your own records). Please remember to include the Excess Charge Notice number (ECN) in your letter or in the space provided on the form. Please note that your appeal cannot be considered if you have forgotten to include the ECN number. Send your completed form/letter to:

  • What happens next?

The Management Team will consider your appeal and we aim to respond to your appeal within 14 days. Until such time as we are able to respond to your communication, your case will remain on hold.

If your appeal fails, you will have a further 7 days from the date of our letter to you, to pay the Excess Charge outstanding amount.

Once a decision has been reached you will be notified in writing, outlining the reasons why your appeal was successful or not. THIS DECISION IS FINAL.



How do I pay an Excess Charge Notice?

Excess Charge Notices can be paid by any of the following methods:  cash, cheque, postal order, online, bank giro or by credit/debit card.

 

DO NOT SEND CASH THROUGH THE POST

 

CHEQUE/POSTAL ORDER: Should be made payable to East Lindsey District Council and sent to the Car Parking Section, Town Hall, North Parade, Skegness, Lincolnshire, PE25 1DA or taken by hand to any of the other Area Offices.  Ensure that the Excess Charge Notice number is written on the reverse.

GIRO: Payment can be made at any bank using the Bank Girosystem. Credit East Lindsey District Council (Account No.50348481) at Barclays Bank Plc, Louth (Sort code. 20-52-78). Please enter your name and address on the Giro Slip. Ensure that the Excess Charge Notice Number is quoted.

CREDIT/DEBIT CARD:  Please contact 01754 897421 Monday to Friday 9.00am to 5.00pm.  Have your card details and Excess Charge Notice number at the ready.

Please note that the Car Parking Office is open Monday to Friday 9.00 am to 5.00 pm. Closed at weekends and public Bank Holidays.



I went to get some change for the ticket machine, can you cancel my Excess Charge?

The Car Park Attendants do allow a discretionary period for drivers to purchase a machine ticket, before an Excess Charge is issued. A Warning Notice is issued upon first inspection.  This is replaced by an Excess Charge Notice on second inspection, after this time has lapsed. Always ensure that you have ready change available before visiting the car park.



I was only ten minutes late returning to my car, can you cancel my Excess Charge?

Machine tickets should be purchased for the period, which the vehicle is parked. Please be aware of the expiry time on your machine ticket and ensure that you make adequate time to return to your vehicle.  An Excess Charge Notice will be issued upon expiry of the machine ticket. If you feel that have extenuating circumstances, which contributed to your being late in returning to your vehicle you may complete the “Appeal Form”. See notes on “How do I appeal against my Excess Charge?”



I have a valid machine ticket, valid permit or disabled badge and time disc but it fell on the floor, can you cancel my Excess Charge?

An Excess Charge Notice will be issued if any of the above are not displayed within a conspicuous position in the windscreen, at the time of inspection by the Car Park Attendant. It is the driver’s responsibility to ensure that, there is, at all times, clearly displayed either a valid machine ticket, disabled badge and time disc (set at time of arrival), or a valid permit. If you feel that there are extenuating circumstances, which contributed to the above, you may complete the “Appeal Form”. See notes on “How do I appeal against my Excess Charge?”



I put my money in but the ticket machine shows I paid a different amount?

This only occurs when the wrong money has been inserted, or the issue button pressed before the last coin has registered.  The ticket machines are inspected several times during the day, by the Car Park Attendants.  The ticket machine inspections are recorded, prior to vehicles being inspected. There are clear instructions on the machines, indicating that all coins must be allowed to register before the “issue” button is pressed. Only the coins detailed on the tariff insert are accepted, no change will be given.  Failure to follow these instructions may result in an Excess Charge Notice being issued.



I put my money in the machine but I did not receive a ticket?
If you have followed the instructions on "How to purchase your machine ticket" and you have still failed to purchase a machine ticket, you should contact the Council on 01754 897421 as soon as possible. Where possible, you should use another ticket machine to purchase a machine ticket before leaving the vehicle on the car park.


I am a disabled badge holder – where can I park?

Amenity car parks are normally located in the town centres in Skegness, Louth, Mablethorpe, Spilsby, Horncastle, Alford and Chapel St Leonards.  You may park your vehicle within a designated disabled bay and display both the disabled badge and time disc (set at the time of arrival) for a maximum of 3 hours. If you are unable to park within a designated disabled bay you may park within a standard bay and purchase a machine ticket for the period, which the vehicle is to be parked.

 

In car parks normally located close to the sea front (Foreshore) at Skegness, Mablethorpe, Sutton on Sea and Ingoldmells, Chapel St Leonards you are required to purchase a machine ticket for the whole period whether you are parked within a designated disabled bay or not. If your vehicle is parked within a designated disabled you must display the badge and machine ticket in a conspicuous position within the windscreen of the vehicle. Please note: some of these car parks are only in operation between March and October.

 

ALL RELEVANT INFORMATION WITH REGARD TO THE PARKING CONDITIONS IS PRINTED ON THE REGULATION BOARDS, WHICH CAN BE LOCATED ADJACENT TO ANY TICKET MACHINE.

If you think that you are eligible for a disabled badge you should consult your local Social Services Department. For Lincolnshire residents, please contact Lincolnshire County Council or your local Social Services office.

 

East Lindsey District Council is not responsible for the issue of disabled badges.


I live in this area and would like to apply for a residents parking permit?

East Lindsey District Council do not issue Resident Parking Permits for

On-Street parking.
