Local Government Reorganisation in Greater Lincolnshire

Initial Plan

East Lindsey District Council formally responded to the first phase in the Local Government Reorganisation (LGR) process in March 2025.

The Government wants to replace the current system of county and district/borough Councils with unitary authorities.

In December 2024, a White Paper published by the Government asked Councils in two-tier areas across England to work together to submit their interim plans for LGR by Friday, March 21 2025.

This first phase has seen several options proposed by Councils across Lincolnshire.

East Lindsey District Council, jointly with South Holland District Council responded with a plan which seeks two unitary authorities for the Greater Lincolnshire area.

The proposal is:

• A Northern Lincolnshire Unitary Council - Covering North Lincolnshire Unitary Council, North East Lincolnshire Unitary Council, West Lindsey District Council and City of Lincoln Council.

• A Southern Lincolnshire Unitary Council - Covering North Kesteven District Council, South Kesteven District Council, Boston Borough Council, East Lindsey District Council and South Holland District Council.

Councils in Greater Lincolnshire received feedback from the Government on June 3, 2025 to help inform on the next steps for a full proposal. 

A Greater Lincolnshire For All

On July 10, 2025, the Leaders of East Lindsey and South Holland officially launched A Greater Lincolnshire For All,  the proposal to develop the bid for two unitiary authorities.

A series of engagement with residents, businesses, parish councils and organisations is underway for people to have a say and help shape the proposal.
