Chairman of the District Council The Chairman is a civic role and is similar to a Mayor in that the Chairman of the Council is the first representative of the District. Executive Board and responsibilities The Executive Board is the principal decision making body of the Council. The Leader of the Council is Chairman of the Executive Board.
